Lokraj is a graduate in Politics, Economics and Law from different universities in London. He was called to the Bar of England and Wales and to the Bar of Mauritius in 1987. Lokraj is also holder of an MBA from the City University Business School (now called CASS Business School) in London.

Lokraj has worked within the private sector in the United Kingdom in the 1980s. He then started his practice as a litigation lawyer in Mauritius in 1987.
Lokraj has during the last 10 years advised and appeared for various important parastatal institutions in Mauritius notably the State Investment Corporation of Mauritius, State Property Development Corporation, Air Mauritius and SICOM.
He has held diplomatic postings on behalf of the Government of Mauritius as its legal adviser to the Permanent Mission to Geneva in 2002, dealing mainly with World Trade Organization and International Labour Organization issues concerning Mauritius.
Lokraj has been a member of a number of parastatal bodies in Mauritius and was until July 2005 the Chairman of the Mahatma Gandhi Institute.
He is also a director of several companies operating in and from Mauritius.
